Before you even think of following people, make sure you have some posts on your page. For starters, put at least 15 posts, and make sure that they are enticing and relevant to the niche that you are in. Use #hashtags related to the niche, and help people find you easily.

These can be influencers in your niche, and it should also be your target market. Reach out to those that you want your services or products to reach and start engaging with them.
Get some people to follow you
One of the best ways to get people to follow you is to follow them first, especially in the beginning. Like their pictures, leave some comments on their pictures and acknowledge their comments that they leave on your pictures.
Continue to engage with people, continue to post relevant enticing high quality images, and as you do this continuously, people will start to take notice of you.
Instagram is a fun place to be, you can use it to drive traffic to your website and your products. Have a plan and know what you want to achieve, and align that with what you need to do weekly/monthly.
